As someone who joined active duty at 19, did one contract, got out and was able to find a lot of success as a civilian I can assure you that absolutely nobody cares about military job experience except other veterans and the government. That’s a truth that a lot of people do not want to hear or accept but it’s true. The army will definitely give you soft skills that you can take into the work force and a lot of good connections, resources and benefits, but at the end of the day the title itself is not going to get you ahead in any way in the private sector. You become a great candidate for government jobs though and for those jobs your application will be at the top of the stack so if that’s the route you’re looking to go definitely join. If your MOS corresponds with the work experience you already have, you’ll be able to find a lot of people at drill who will help you get a job very quickly if you’re not POS. I hope this is the advice you’re looking for!

Do not expect joining the Army Reserve (or Guard for that matter) and getting trained to equate to getting a civilian job. It's case by case. Join as a back up for a second check each month and to cut down on your monthly bills due to benefits.

My score is 66 and starting at E4 because I have a college degree. I’m a noncitizen, so he says I don’t qualify for the kind of jobs I want (IT related job) or even officer .

Ask the recruiter if you will be able to get your citizenship done for you during the Basic Training program and after the BT, you can apply for officer role related to IT related job, however to enjoy benefits you need to sign a 6years contract.
