Making a complaint

As a colleague how do I make a complaint to the company about the company, rather than the store I’m working in.

I called protecter line and they couldn’t answer my question. Every member of management I have spoken to doesn’t know, colleague help has no information other than “speak to a manager” and I’m not a member of the union.

Does anyone know how I do it?
