Why do Sri Lankans hate to switch on their camera or unmute and ask on Zoom ?

I recently conducted an engaging discussion on zoom for a group of young adults between the age of 18-25 on Zoom. The intention of the session was made very clear at the beginning that it would be a discussion but sadly nobody spoke. Only a few replied on the chat. Almost nobody switched on their camera. I wasn’t able to open breakout rooms either because most people left the moment I said there is a breakout room coming up. Is this a cultural thing for your country?

Update - For everyone commenting that I’m being judgmental, I’ve done multiple zoom sessions for many Indian cities where even if the camera is not on, the students unmute and ask a lot of questions to make use of the speaker. Sometimes even in the local language such as Hindi. I appreciate that. It helps them and helps me also. Sorry if I sounded judgmental just needed to understand the situation here, not used to dead silence in the session
