How to play against Kennen ?

Yo im a relatively new to Sett. Picked him up at the beginning of the Season and only been playing him since them. I‘ve had quite the success so far but I can’t seem to figure out how to play against Kennen during lane without getting bullied into oblivion. His E has roughly the same cd as my Q and with Phage * Q he still outspeeds me and is able to kite. Kinda struggling against Plat/Emerald Kennens. Some advice would be greatly appreciated.
