Low FPS in Rainbow Six Siege (higher end pc)

I went to load up siege for the first time after a couple month break and was greeted with a framerate of 60-80 on all low settings with taa and anti aliasing off. Photos are while my pc is sitting in the main menu but the fps is the same whether in game or in menu. My frames are well over 144 frames in any game I play but this one. I used to run this game at 240fps so it shouldnt be my hardware.
