Spark Stormweaver help

Looking for some help with my stormweaver. I'm doing okay damage, but I don't feel like I'm anywhere near optimized. I feel like I should be 1-shotting bosses w/ Cast on Shock/LC, but it takes a little while for it to actually activate. I think my jewels are all wrong, ascendancy probably not right either. DPS is 61k at the tooltip. Any thoughts?
