Is this quality good??

Started 1080p 60fps 8000bitrate = blurry 900p = blurry This is 720p with 8000 bitrate, nvdia nvenc h264, p7 and i saw with phone it looked too good and watched on my monitor it looked a litter blurry, what do you guys think??
