How do you think the arcane works?

I mean we clearly see that overuse leads to the spread of arcane corruption but does this apply only to hextech or just general magic . It seems pretty unclear how the arcane works as even though heimer did say that he has seen a lot of mages overuse magic but i think that was more impying their hubris lead them to misusing it rather than corruption .
