Anyone else’s brakes make a scrubbing sound when coming to and taking off from a complete stop?

I just bought a 2017 86 yesterday and, although it has been raining and wet where I’m at, it’s been dry and clear most of the day today and my brakes sound like they’re wet and make that scrubbing noise when coming to a coming to a complete stop and crawling around at less than 5mph around parking lots.

What could be the culprit?
