Pen recommendation

Hi I am a new member of the fountain pen and from what I’ve seen so far and beceause I’m on a budget I have singled out two options to buy: 1. Lamy safari 2. TWSBI ECO Could anyone rate these choices or provide new ones around the 30-60€ scale. I also want to learn about these two specifically how to fill them with ink. I know the TWSBI ECO is a vacuum filler but I haven’t understood about the Lamy. Also how do I pick an ink bottle? Are there specific ones for different pens or everything matches with everything. Are there any cheap beginner choices for blue/black inks? Thanks in advance
