Admin VDOM

Greetings community, I was reading the admin guide for 7.4.4, the VDOM section for an upcoming project, and I found very confusing that they explicitly said:

"A FortiGate does not need to have an Admin VDOM and, at most there can only be one Admin VDOM per FortiGate"

This is really confusing because in the previous paragraph they also explicitly said that "The "management VDOM cannot be deleted".

So im lost here, unless the Admin VDOM is not the Management VDOM, is that the case Management VDOM is not the Admin VDOM?
