Faschnat is just gambling

I live fallout. I love 76. I know the legendary system and a lot of the RNG in this game is just gambling. But Faschnat? This is the RNG turned up 10000000 levels. I have done so many friggin marches already and haven't gotten A THING.

Had to rant. Happy Faschnat. If you get a glowing mask I hate you (not really I'm super happy for you I'm just wildly jealous).
