Question about passing cards...

I might be over thinking this, but let's say I pull an age or catastrophe (like Tsunami) that says to pass cards of a certain color to the my left/right. This is normally done in turn order.

Now, let's say this is a two player game and I passed all my blue cards to the other player... would he then have to pass me all his blue cards including the new ones I just passed to him?

At first, I was playing where we just traded our blue cards, but after reading some of these catastrophes and taking into account it has to be done in turn order, it would seem whatever player is going last is just out of luck and will have to give up all blue cards. Thoughts?

I guess it doesn't really matter if it's a two player game or not, the result would be the same where player 1 would get all his blue cards back including those of everybody else's. I was thinking of how a tsunami would work in real life and it also fits... lol. But again, I could be over thinking all of this.
