Dae NPC behavior

Does anyone else think that Dae was like an NPC throughout the whole show? I recently saw a tiktok comment saying that he was an NPC, and it feels like in s2 they kinda made him like a side character, but it feels weird because he was one of the main reasons Kitty came to Seoul.
