Seanchan Paradox

Just finished my first read of the series. The ending was great, but something about the Seanchan is bugging me.

Obviously the ideal scenario is for them to eventually stop enslaving women who can channel and release them. It seemed to me like the series was headed this way, and that Mat sending Hawkwing to talk to Tuon at end seems to suggest that the Seanchan culture will have to change.

However, the wrap-up of the Moghedien loose end kind of ruins this. She gets captured and collared by the Seanchan, and she’s still a Forsaken with evil plans despite the bore being sealed.

So if the Seanchan do release women who can channel from the collars, what then? Moghedien can still channel and is still evil. Who can say what would happen if she got released?
