Widows will not display my native language letters with punctuation in notepad?

Simply put i download srt subtitles files to my pc and windows 11 automatically changes letters Č and Ć with æ and è. How to force windows to keep my native language letters?

I also tried notepad ++ where i can find proper encoding but it keeps changing back. Im really getting desperate and frustrated right now.

I have windows language set to English and keyboard set to serbian latin (since there is no croatian).
