How does Silence subsume work?

Subsumed silence onto my Saryn prime, as suggested, and I'm not sure how I'm supposed to use it or how exactly it works. It doesn't seem to stop enemies from reacting to my gunfire, my weapon attacks, etc.

I think it's stopping the eximus units, but aside from stopping abilities, I have no clue if it's working or not.

I don't know if I'm missing something, can someone give me a rundown? I've watched videos, which end up not helping me because they're either for another warframe or just about meta builds, nothing really going over situations where the ability won't work.
