My problem with Cody's title reign

I'll preface this by saying I really like Cody Rhodes. He was the perfect choice to defeat Roman imo, and I cried when he won at WM XL

Then he had a great first title match with AJ. Then he had a match with Logan where there was the first hints at a story of Cody being too arrogant (with the whole "I want to beat him clean in the middle of the ring" thing that in keyfabe almost cost him the title). Then the I quit match with Styles that showed Cody had a darker, more violent side...

And that was interesting ! I mean, it looked like the story of his reign was going somewhere, with probably a Homelander Cody in the making... Or something else ! But then he got back in Bloodline stories, and his development was put on hold from SummerSlam to now... So it's hard to invest with no narrative arc. After all, Cody's story was about winning the title, not keeping it. And in his first defenses, it looked like he was going for a "this is more important to me than you could ever imagine" story, but it was dropped because Solo needed to face a true Babyface to establish himself as a heel, so Roman could be Face.

And that's without taking into consideration how invincible Cody is made to be. He survives everything thrown at him, even if that devalues his opponent's offense... Nor the fact that none of these feuds felt really personal for Cody. Like, his opponents just wanted the title without having explicit motivé for why they'd also want to beat Cody without the title... Apart for Solo, but he didn't have time for an actual feud because Roman came back.

In short, I feel like his reign has lost all narrative reason for Cody himself. I didn't mind in the first couple of months because they needed to settle down after the WM shake up, but it's been 8 months and Cody is still the same, without defining feud or character development.
