Nazar boncugo

I got this item I think from a treasure room I opened and I have no idea what it does. I've never got anything like it until this new update.... I tried googling it and maybe I'm just stupid but I can't figure it out. Does anyone know what it does? It says 2 chaotic vault rock as a description
