Hagrid Line Question

Brutal day for lines in the park today. Question from a first time visitor. There is no Express Pass for Hagrid but there was a lot of people with little orange cards and white paper sheets that were allowed to go to a separate queue. I saw a few with visible disabilities but I feel that doesn’t explain all of it. Was just curious what programs / passes these visitors were using
