Transfer from Indian uni

I’m currently studying BE CS, first year at a well reputed Indian uni, but I wanna study at ubc for better opportunities and a few other reasons, can anyone tell where do I check the details for transfer and the process for it? Also is the transfer program for right after first year or after second year?
