Rear license plate dilemma

Hello, hope you’re all doing well. My friend Recently purchased a model 3 and he’s trying to install his rear license plate but this is what it looks like. First time Tesla owner and he’s confused how it’s supposed to go on. He purchased this plate frame as well but can’t seem to figure out how to make the frame stay.
