Sonic Adventure DX broken?

Recently a friend and I played Sonic Adventure DX Director's Cut for the GC. We were confused why the game felt so unfinished, with bad controls and no story. We couldn't find anything online and just guessed it was a rushed/bad port of the game. Is there a better way to play it or do we have a bugged copy or something?
