Decent camera to check surfing conditions 1.5 km away

What you recommend? Have power and WiFi, will mount indoor behind window.

Looking for something that lets me see about the same as I can with 7x basic binoculars. No need for alarms or lights obviously.

Plug and play is preferred. Using a regular camera might lead to overheating and things if I understand correctly.

Preferably not too expensive. 200$-ish ok.
