What to do if professional drain cleaner machine isn’t working in big condo?

I apologize if the lingo is wrong. I’m in healthcare and know nothing about plumbing besides the fact that water travels from up to down.

So anyways, I am the sad tenant living on the 3rd floor out of 16 floor condo. The water is super backed up cause something is clogged. My ceiling is leaking. The sink is backing up! I’m stepping in record high flooding levels for my condo of 0.1cm!! This condo HOA already sent someone out to try to fix it with the drain cleaner machine snake tube wavy thingy and they failed. Are there any other methods to unclog this?

The plumbers were in my condo cause I’m like at the bottom of the valve or something. I have a photo of the layout attached.
