Advice: Dress Pants 23" Waist, High Waisted, and Flare

Hi! I've always struggled finding professional dress pants that actually fit. I'm 4'11, 93 lbs, XXS, 23-24" waist.

A pair of jeans I really like are: Hollister High-Rise Flare Jeans in size 23" waist.

Does anyone hav recommendations for business casual DRESS PANTS that would fit similarly? (high waist, 23" waist, flared at bottom but fitted around waist, hips, thighs?)

UPDATE: Old Navy Pixie High Waist Flare Pants in size 0 Petite was perfect for me (super soft and stretchy)!!!!!! Another runner up was Gap BiStretch High Waist pants in 00 Petite but they were a little long in the legs and the fabric was rougher
