ram 16gb ddr4 2666mhz

problem:

cpu usage 90-100% and gpu usage average 40% and sometimes 70%

stutters a lot, sometimes my gpu usage goes 20% and fps becomes 50 for like 1 minute and goes back to normal again

and my cpu wattage does not go above 50w and my cpu stays 90-100% but temp is not high only 52degree

pls help
