Saying someone is simply kage level is too vague considering pre war arc kakashi was a canidate and Hashirama is also a kage … to big a gap

I also believe that the difference between some jonins is big enough to have elite Jonin v regular Jonin , Basically some Jonin are just Jonin and others could easily be kage

There’s also a weird group of people around high kage who aren’t necessarily keeping up with the high kage opponents but molest the mid kage opponents , These people would be like GENGETSU,MUU ECT
