Who to invest right now?

So, I have enough primos saved for two more cons. Currently Mavuika is C2R1. Also have Citlali C0R1 and Xilonem C0R0.

What would benefit the most, pulling for Citlali C2 or Mavuika C4?

Also planning to get Xilonem to C2 for my Itto team when she reruns, if that's relevant somehow.
