Will Laser get rid of my strawberry legs?

I’ve had them for literally as long as I can remember and by experience no amount of exfoliation and moisturizing has helped. :( I’ve only done 4 sessions of laser on my legs so I’m hoping that it will help the appearance eventually but I’m not sure if it’s guaranteed. I don’t see black dots in the follicles so I feel like it’s not really “trapped” hair underneath my skin but I don’t know what the actual issue is.
