US citizen with PR legal name change

I’m hoping to find people in a similar boat, or can give their insight.

My wife is at the tail end of her PR application (we did in-land spousal), we’ve both gotten our eligibility confirmations and biometrics are done, we’re just waiting on her background check to finish up.

She wants to change her name once she has PR officially. We’re both changing our last name to match as neither of us wants to keep our familial names and she also wants to change her given name as well. So first and last name. She is from Michigan, and I’ve read their legal name change protocols/other peoples experiences with it as residents in other countries and it seems like we will not be able to get her name change reflected on her state documentation (birth certificate, state ID) but passport could be changed easily.

Michigan needs a court-order document for the name change, which Canada doesn’t provide, and you need residency in the state to request it via the county court house- which she obviously doesn’t have because she has lived in Canada since January 2023 and will continue to live here.

What will happen if we just change her name in Canada, reissue her US passport under that name, but don’t bother at the state level? Is there an annoying/troublesome legal situation to come from it? She has no plans to leave Canada and is considering forfeiting her US citizenship once she gets Canadian citizenship (this would be in 2025).
