Go-To water repellent tote bag??

Alright so here's the deal- I'm a student in the PNW. I deal with a decent amount of rain so I'm looking for a water-repellent bag. Ideally, I would like some sort of tote bag. I ride on public transit often and it's easy to keep totes on your lap.

I often times need to carry two laptops (13"), an ipad, notebook & pen, lunch, water bottle, foldable rain jacket, charger, phone & wallet. Does anyone have any suggestions? I've been searching for a while and the top options i've found are:

• Thule Paramount tote
  • I'm worried that the internal water bottle slot is too small, and doesn't hold a compact umbrella according to some reviews.
• Beis- Commuter Tote
  • There are some reviews claiming the products are low quality and their customer service is hard to deal with. Has anyone bought one?
• Bag Smart- Vega tote bag
  • It's hard to tell if this brand is really low quality or not
• Bellroy- Tokyo wonder tote
  • $170...slightly out of my price range, but it seems to tick all my boxes. Has anyone dealt with this company before? Do you like the quality of their products?
