Help me find info on a gas explosion at Penn & Oxford st philly, 90’s

Hello, I’m trying to find any information, article, news, about a gas explosion at Penn and Oxford street philly. Some time in the 90’s. It might’ve been a Bell Telephone building or a PGW gas works. When I look it up I find things from the 60’s-80’s but I know it was after that. These are photos. It happened near my mom’s home when she was younger so the family has these photos of the aftermath, but I haven’t found any info online- I’m not sure if there is any. I’d appreciate anything. Also, I believe it was arson that caused the explosion. No one in her home died. If this is the wrong subreddit, I apologize.
