FINALLY!!!

I finally got duel-SIM RCS.

My phone was showing only LTE on VZW and USM for my two lines for days. Nothing I did would get it to connect to 5G UW or even 5G. I got fed up and did a network reset. When it came back up, both lines had RCS connections.

I will say I am on the latest beta version of Messages as I know it's not been widely rolled out otherwise.
