Photo reactions still showing as a separate message for RCS iPhone user

Messaging with a friend today who upgraded to iOS 18 on RCS (I'm using Google messages). When I react to a regular message they send, the reactions show correctly on both ends, but when I react to a photo, it still pops up as a separate message for them. Anybody else noticing this?
