Messages can no longer share links/photos to a new group chat

I noticed today when trying to send a photo in Google Messages via the share button in my photo album, I'm no longer able to create a new group to send the photo to. The only options are to choose from a list of recent conversations, or choose individual recipients. I tried choosing multiple recipients and it sent it to each of them individually. Same issue when trying to send something in Google Messages via the share button on Instagram, etc. Anybody else having this issue? It seems now the only way to send a photo, link, etc to a new group is to first go into Google Messages and create the group, then insert the photo or paste the link.
