Summarized for those who don't want to dig deeper into the data or the specifics of what they use (Look at the specifics for cabins and movement parts for that.):
So far from the math I've done without including the jackie and using the base item stats, this is a slow down of all but maybe a third of the cabins in the game. Every heavy cabin in significant use is having the sledgehammer taken to it regardless of whether you're using a brick or not.
Max speed fusions will be necessary to maintain the speed that most cabins will be losing, this basically forces most medium cabins to fuse themselves or their engines. Heavy cabins should pretty much just switch over to the BP fin whale if they have it to keep a small amount of the speed they'll lose. My raid build for example is going to top out at 71-72 instead of the 77-78 it can reach on the live servers with the phase 1 changes. Even light cabins will not be gaining much speed, they'll simply be maintaining what they have for the most part.
If these engine changes aren't altered, forget not running the fin whale. It's been raised to being the best engine unless you literally can't use it due to something like a lack of free energy.
Unless something changes, dogs will be the next meta as bricks that don't use a jackie are discarded.
Don't think you're going to reach 130 normally, you're going to need a jackie or for further changes to be done.
