Credit cards balance transfer help

I’m looking at citi credit cards to do a balance transfer. I have $15k on one card and I’m trying to get it down. My credit score is around 780, $21k federal student loans, $1000 on my other credit cards. My income is about $115k. Do citi cards give low balances on applying? Can someone recommend another card that gives a fairly high credit limit? I would like to do just $10k.
