Why does god create people who will go to hell?

Let’s just take the fact he is “all knowing” and it says in the bible that he knew who we was before we was even born, and as his “all knowing”, why does he create people who will go to eternal torment? He knows what every single each of the 8b people on this planet will go after death, and I bet 7.5b will go to hell, so why did he create them at all? Seems cruel
