I don’t understand how God could love rapists and murderers

And I don’t think it’s fair or right to be expected to forgive or love rapists or murderers.

If God loved me, why would he love the person who violated me? Why would he let it happen? Why wouldn’t he punish him? Why wouldn’t he stop him? Why does he care more for an objectively terrible person who doesn’t love him than someone who tries really hard to follow him?
