Potential HGs

Anyone know how often, if ever, houseguests make cast after previously being considered? I follow someone on Instagram who had shared that they applied and made it seem as if they almost made the cast for last season, but did not make the cut (I believe they said Alyssa was chosen over them). Would they bring this person or others in similar situations back or would they no longer be considered for future seasons?
