Is it possible?

I've been saving to jump tiers but ive been thinking lately of just buying a lot of upgradable plot pieces to have all my parcels be nothing but legendary but I'm scared that I'll might get me banned for only having legendary. Should I go up tiers or have all legendary parcels?? What would you do?
